The head of Nathan’s operation – the Hunter, thought he can use Sylar to his advantage and faked Sylar’s death. But in the end, Sylar hunted the heroes down and killed Nathan! Angela wasn’t ready for Nathan to die. So at that time, it seemed like a good idea to have Matt transfer Nathan’s memory into Sylar, transforming the the killer into a senator.
